changing the subject

How do I change the subject of the confirmation email sent out to verify new users? I found the php file to change the text of the letter but can not find the subject anywhere? It is now sending this:
<font color=black>"Your Tiki information registration"
<font color=red>Not everyone can put the link between my site and the word tiki.
Also wanted to know is anyone knew of a way to manually verify a user who does not get this email. I have to delete the user and add it in manually to get it to work.
