Change default theme for new installs, etc.

Hi luci,

I hadn’t noticed that problem before, but looking now I see that at
doc.t.o. the HTML is like

<h2 id=”” class=”“>::before


but at tiki.org, I don’t see the “::before” in my DOM inspector
following the headings. This is the selector for the top margin and
padding that provides the offset to display the target headings. The
custom CSS is the same at both sites.

Also the link icon isn’t displaying on some headings at tiki.org (on
https://tiki.org/Roundtable+Meeting+2017+11#Where, for example).

I don’t know the reason for these differences.
