Fatal error compiling SCSS in branch19

It's saying that TikiLib isn't defined in ScssCompileCommand, which seems rather odd, do any of the other commands work for you? Like clear caches for instance?

I guess it must be a windows thing - one last thing to try (although clearing caches should do this for you) would be to delete the container file temp/cache/container.php, load a tiki page in the browser and try again?
