Having a problem with Auto Toc in 14

I've fully updated from the SVN today.

When I save a page with an Auto TOC it saves with a load of question marks where the anchors should be. Then when I try and edit it again I get:

json_encode - Malformed UTF-8 characters, possibly incorrectly encoded

I revert to TIki 13 copied the source, back to 14, edit again and delete the ajax error, choose source, paste the source in and save it in source mode it works fine.

I tried replacing ckeditor with an older version but this made no difference.

Seems every time I save in CKeditor it malforms the anchors.

Any ideas?
