Even if coding a new feature like that wouldn't require much effort from an experienced consultant, there is another approach that proved to be effective in most cases: enable the passcode field in the registration process, and choose to show the passcode to users registering.
The Admin Wizard will help you set it up (or using Admin home > Login).
If you want to try the csv import for the banning feature, you will find a sample csv file at the second of the documentation pages for Banning:
