Hi,
Tiki 23 has updated Smartmenus functionality, so if you are using this version, please see if this works for you. There isn't new documentation for this yet, but you can make a menu with as many levels as you want. Then on the admin modules page, specify the menu as a Bootstrap menu. Turn on Smartmenus, on tiki-admin.php?page=features, under the "Interface" tab.
