Most functions of console.php are missing

Unknown whether there is a connection, but I cannot install packages either. The website admin says that Composer is not installed. The link provided does not work. When installed using the Windows Composer installer, TikiWiki still says not installed.

I am using a release version on Windows. The available commands list (see initial post) is very short and excludes things that should work in the release version. None of the commands that should be useable on a the scheduler (like indexing) are available. This looks like a bug.
