I suspect that anyone who does an upgrade will have this problem too.
Using Tiki the way you use it and enabling the features you enabled. 🤷🏻♂️
I don't use ElFinder and have no issues with PDF and uploading JPG files.
I use the last 26 Git version with all the fixes and improvement that should be released soon in Tiki26.1.

I recall an issue with the max width and height creating a broken archive.
May be on your Tiki check it is not set ? (or create a new file gallery without any parameter changes)

Thanks for trying to help / rescue me yet again 
1 Pretty sure the issue is not elfinder after a lot more trial and error.
2 Daily build download for 26.x seems to be broken for me (The way I use it ) and has been for some time. 25.x works so I think i am clicking correctly I would love to try it out if i could download it.

3 I have the default (no resize) selected as per standard install and I have never changed that setting in the past nor specified max height or width. I also tried unticking this but that did not help.
