As discussed, I've changed the permissions and links to as follows:
From now on, all "blogging for purposes of public communication" (including How To articles) ARE TO USE the Articles feature (even if the article is kind of like a Blog Post). A lot of other sites follow that RSS feed and we want them to syndicate our content if possible. Blogs on tiki.org are only for"logging community work" type use case. , and should not be accessible to Anonymous.
I've adjusted the Blogs menu item permissions to match up. I also changed the link text from "Technical" to "Infrastructure" which correctly describes what it is.
