    I would suggest creating a CSS theme by taking a copy of default.css or the one corresponding to your current theme, and searching for rules with the ".shoutboxmodmsg" selector.
    You can then use the CSS to style the text any way you like.

    You will then need to slect this, use CSS only in the Admin/General page.
