tikiwiki has a message system that can be used between users. That is what is used for all messages. You can automatically have these messages sent to the external mailbox of users. Each user can specify this.
If you just want this for admin, then go to tiki-user_preferences.php
In the User Messages section, specify Send me an email for messages with priority equal or greater than: 1
If you want users to send messages to each other and to be able to set whether they get forwarded externally, then
Admin -> Features: enable User Preferences (enables the menu below)
