Currently shoutbox is a little poor.
Looking only at this site, the main problems come from too long URLs and too long to messages not being notified when posting. Those are the priority things to work here.

SmileTag - Just found this on Sourceforge, has some interesting features converting 😉 into 😉 and adding mailto: and http: as needed. Stores IP addresses and they are displayed when you hover over the username. - Damian
This is where new features being developed and only in CVS are documented. When the CVS becomes RC/official release, the info in the CVS docs is transferred to update the official docs (FeatureXDoc).
Looking at our own site, we often see users requesting support. Shoutbox is probably not the good place to do so. It would be useful to display a message (probably on focus) about what should be the Shoutbox's use. Basically, a Shoutbox description that is not always displayed.
- I think I found a quite good (though evident and easy) solution to this. Plone's forms use tooltips to show a message when the field is focused. I guess this could be generalized in Tiki. mose talked about overlib (I don't know what this is, probably some JS thing).
