Tracker contained as a field in a tracker

Is it possible to create a tracker field that contains another tracker as a field? It would work in a similar way as the comments engine, but rather than the fields that are presented in a comment, the fields from the second tracker are used.

For example, I am thinking of a bug reporting/support tracker. A support ticket is entered; things like Product Name, Severity, Date Reported, etc. are included. When the item is viewed after its creation, a list of 'Actions' is displayed beneath it; each action is actually an item from another tracker. This tracker collects things like Action Type, Time Spent, and Comments. This seems like it would make the tracker system pretty powerful.
