In Admin - RSS Feeds

Where do you create a new RSS feed, and the id to use in wiki?

As per Manual:

1. Admin > RSS Modules > Create new RSS module
2. Complete the form using a descriptive title and proper RSS URL. Save.
3. Note the RSS Channel ID
4. On the wiki page, add
   when "n" is the RSS channel ID. Put a title above. Preview. OR Add in Admin > Modules > User Module, create a new user modules with the RSS channel ID.#

BUT WHERE IS THE CREATE NEW RSS MODULE??????
