    for your information - don't know if it is the problem: in 1.8, as soon as you ask for a new password, the password is changed, even if you don't activate the link
    In 1.9, the password is changed only when you activate the link

    Otherwise, you can always use one of the trick to change the password that is described in FAQ->TikiAdmin of this site
