These 2 groups are only created when you use some profiles at the installation time. (ex: Basic Enabled)
There is no support of group leader. To simulate that you have a couple of solutions . One of them
Create 2 groups group1 and group1Admin. Group1 will include all the perms you want. Group1admin will include group1 and some additional permissions (ex: tiki_p_admin_users for adding user in your group)
