Yes, that's the right idea. I think some of the confusion may be because wiki pages are referred to as "pages," while "articles" (in Tiki) generally refers to news items as seen on the top page of this site. (Tiki may be more confusing than other CMS software because it isn't just a wiki or just a news portal.) So you can set up your wiki with categories, and people can create new pages and select categories for them to belong to.
