Please click the "wiki help" link below the text-editing area on your wiki-edit page. You can see the syntax that can be used on a wiki page. One of these is ((page|desc)), used for just what you are describing. In your example, you would use ((foo|here)) to get to foo by clicking here.
Similarly, for external links, [http://themes.tikiwiki.org|a new Tiki theme site] produces a new Tiki theme site.
