    When my users log on the 'structures' link on the left disappeared. Why did it go away and how can I get it back? The only thing I did was add additional permission group to the user.

    check at the menu that there is not any special perms linked to that item in your structure.(Admin > Menu > options...)
    Check that the group of that user has that perm., assigned.

    I noticed that there are only one Permission setting for Structures: tiki_p_edit_structures - "Can create and edit structures". Is there anyway to limit them to viewing only?

    Since the "Structures" link goes to the admin structures page and the proper permission is needed, if you want users to see a list of structures only, I think you'll have to make either a wiki page that lists them or make a php/tpl pair to generate the list dynamically from database queries, and link to that with a customized menu.
