    Tiki 1.9.8.3

    Goal: Allow anonymous users to download files from the file gallery
    Actions Taken: Grant anonymous group the tiki_p_view_file_gallery and tiki_p_download_files permissions.
    What I expected: the file gallery menu item to appear on the default menu for an anonymous (not logged in) user.
    What happened: The menu item does not appear.

    How do I correct this? dthacker
