You're using 1.9, right? This message (generated from setup-base.php) indicates that TikiWiki cannot communicate with the DB properly — Tiki can't read the default language from the preferences table.
Did you complete the installer? Were there any errors?
If this is a brand new installation, I would start over and try again.
