It should be included with your base Tiki install. However, you can always grab it from SVN:
http://tikiwiki.svn.sourceforge.net/viewvc/tikiwiki/branches/2.0/lib/wiki-plugins/

Simply place the file in your ../lib/wiki-plugins/ folder.
