I knew I needed to enable it, I couldn't find where. For the benefit of other newbies who stumble upon this:

To enable the Sandbox (or anything else) in a TikiWiki, go to Admin home, click on the "Wiki" graphic, then check the relevant box in the "Wiki Features" column.

You've also answered my next question, how to enable HTML editing.

TikiWiki is amazing!
