Thanks to xavi: you are right!

I checked the first page of my structure and found that its permissions does NOT contain tiki_p_edit for Registered group. After I add tiki_p_edit permission to Registered group, my problem seems solved.

I am not sure if this is the correct solution so I can't comment this on Documentation pages. Hope someone will confirm this and write it down.

BTW, I think this is not a good design. Hope Tikiwiki team will fix this in later release.
