fwrite() error when trying to upload files

I've got tiki 1.7.4 on RH Linux 9. I am trying to upload files in the file gallery. Currently trying a 4000 byte file. Tiki is set to store to my file system in directory /usr/tiki/files. I did a "chmod ugo+rw /usr/tiki/files" to try to make sure it was accessible to tiki.

When trying to upload, I get the following errors:

Warning: fwrite(): supplied argument is not a valid File-Handle resource in /usr/tiki/tiki-upload_file.php on line 116

Warning: fclose(): supplied argument is not a valid File-Handle resource in /usr/tiki/tiki-upload_file.php on line 121

Errors detected
Cannot write to this file:5c05870827b376d940f5e0731c60e3bc

Any thoughts on how I can fix this? Thanks!
