Why isn't HTML in Wiki Editor working when I have Allow HTML Option selected?

I am in Wiki 6.1. I do not have the Wiki WYSIWYG editor enabled because I need to use Content templates. In the Wiki Editor I want to be able to write HTML code. So I enabled the "Allow HTML Option" on the Wiki Admin page, but when I type HTML code into the editor, it displays it back as written - it does not render the HTML. According to the documentation, this is all I need to do - right?

I clicked the HTML Quick Tag and inseted the HTML code in that and then it worked. Is there any way to do this without using the HTML Quick Tag?

There is also an "Allow HTML" option in the Properties tab of the edition page.
