There apparently is a bug in the code to set as the homepage some page other than the default wiki homepage; I'm not sure what the current status is, but a lot of people have reported trouble with this.
I read that activating the Group homepage option is a way an alternative solution, if you haven't tried this yet (http://doc.tiki.org/Groups). You could set one page for Anonymous, and another for Registered (and logged in), or whatever would work for your site.
