I am entire novice to Tiki (while I am expert on MediaWiki) and I thus I am not certain whether Tiki would do it. It promotes itself as the CMS as well - thus perhaps.

However Nuxeo DMS would very likely provide it using the workflow as long as you use the .doc formats which are compatible with OpenOffice which is used to process the on-line view capabilities there. First stage is the processing by one group of people in the working folder. After publishing operation the published result is stored into another folder which may have entirely different access conditions. Certainly you may distinguish the access rights even within the first working directory but it might (or not) have a sense to provide the finalised version of the document and not any preliminery versions sooner.
Also judge whether you want prohibit only the edit or even the download is.

Knowledgetree DMS would probably do it as well but here the commercial license is already necessary for any advanced .doc support.

I also know the solution where the .doc documents get published into HTML per parts (eg. numbered paragraphs and/or chapters). It is optimized from the readers point of view because they view only small part of the long document and may navigate to other part easily. On the other side it makes the simple download and re-usage of the original source impossible and protects it this way too.
