If I recall, the chat feature was deprecated some time ago. Check the release notes for details.

Did you enable the User Messages feature? Please see the docs for details.
Be aware that going from 1.8.x to 6.7 is a big move. Be sure to read all of the release notes — there were lots of changes made since 1.8.x.
