sometimes specific preferences need to be apllied in general to make it possible to use these or other preferences in categories or with objects.
I can imagine that in your case a specific general permission is necessary for group "X" and as it is missing, this somehow "blocks" the actual specific object permission.
Example:
You have a pool of cars and a number of departments.
You organise the car pool and say "car number 5" is assigned to department "X".
But the employees of department "X" never got a briefing to use cars in the company and thus no one would have the permission to drive any car at all.
So the "car number 5" is the object and assigning to department "X" would be the object permnission.
But there must be a general permission, which would correspond to the "briefing".
=> maybe a general permission to upload files or to view the file gallery path ... I do not know the exact solution, but that would be the direction, I recommend you to look for.
