Well I'm not really an expert, but if you want to play with structures you go to the Wiki menu - and if you have the permissions to edit structures then they are (so it's not an admin function, you can give it to any user).
When you create a structure, it behaves like a Page (so it can have content itself, that's where you put the 'toc' command. But in the edit structures menu you can add pages underneath the structure - these may be either brand new pages or they can be pages that already exist.
So it looks to me as if it should be fairly simple, once you give people the permissions and a little bit of training, to let them play with structures without you as admin having to do it.
There are lots of things I'm not sure about, which I class as "nice to have": inherited permissions for example, and the ability to PDF a structure as opposed to just a list of pages - these may be in 1.8 I don't know. But your users sound responsible and easy to teach, so it seems to me a good system.
