as the admin replied Tiki is still basic about multilingual. One thing I'm not sure is whether you're saying you're staying HTML or you switch to Wiki. If you switch to Wiki, two plugins can help a bit : PluginLang and PluginTranslated.
If you decide to get 2 Tikis, you will probably find rather easily the script in use to synchronize tw.o's userbase with doc.tw.o. It's here, on this site, but I don't remember where. Come on the IRC channel if you need it and there are good chances we find it in minutes.
If you want to keep on the same Tiki and stay HTML then you will probably want to hack a bit. However if you host your site on your personal PC you'll probably be satisfied with rather simple hacking, like basic Apache rewrite rules. I must say I don't use HTML pages really and would have to check a bit to tell more.
