    Is the CSS edit still available in Tiki Wiki 20, because I choose a theme and make some changes on it, but nothing changes...

    CSS edit I do not know, but in case you refer to the custom css field in tiki-admin.php?page=look, then you should clear the caches and see if then the changes apply.
