Downloading and installing wiki plugins.

Some plugins are distributed along with tiki in the lib/wiki-plugins-dist directory simply copy the plugin from this directory to lib/wiki-plugins to make them work. Plugins distributed from other sources should be downloaded and then copied to lib/wiki-plugins in order to activate them.
