Community and *.tiki.org site organization

hi i need help, can you please help me.

everytime i click on index.php, tiki-index.php or any install.php i get this message.
Fatal error: Failed opening required 'DB.php' (include_path=':lib/pear') in c:\phpdev\www\tiki\db\tiki-db.php on line 13

can you pleaes tell me how i can solve this problem and run the application
