Changing Meta Title Order

Is there a way to flip it so that the meta title for the site comes after, not before, the page title?

Also, is there any workaround at all to make it possible to get distinct meta tags and titles for individual pages?

What do you mean by meta title?

I guess the logic — basically something like (if $page is 'page')meta tag(/if) — could be added to header.tpl.

By meta title, I mean what's showing in the browser title... and I was not too clear on what I meant by page title... As in, my site's name is Type-A Mom... but I would prefer that my titles show like Article Name | Type-A Mom, not Type-A Mom | Article Name. Does that make sense? I could just get rid of the universal meta title, I suppose. I did like the idea of having it at the end... but it isn't that important.
