Ok enable the "Trackers" feature on Admin->Features
Then on the Admin Trackers screen from explanding the new Trackers menu option you can create a tracker set for your project. From there you can then create your tracker fields and change their field types.
Its all there, its just there is no almost template to a default tracker layout.
