How do I know if I've got one?

Currently in the ShoutBox you'll find an icon to indicate your friends. We hope to extend it to the OnlineUsers box as well.

How do I get some?

Click the users names, such as in the Online Users box, or the modification line on wiki pages. You'll get the user profile with an option to Add as a friend!
