Are you sure you give the right account?
Because it is working in 1.9 RC3 on my site (except the characters encoding)
(perhaps a clue: a lot of hosting use the user name "your_name@your_domain.com "instead of "your_name" only)

(in 1.9 cvs there is a test of your pop3 account in the mail-in feature... needs to ba added too in the forum)
