Without knowing too many details of your configuration of the Tiki, Im guessing that the Anonymous group doesnt have the tiki_p_ permission for comments.
Might be worth visiting the Admin->Groups, Anonymous, and review that Anonymous has the necessary comment making/viewing permissions
