    Turn off "Top bar" on the Admin > Features page (tiki-admin.php?page=features).

    Or edit templates/tiki-top_bar.tpl and/or the top_bar-related selectors in the CSS file for the theme you're using.

    Turning off the top bar also turns off the top menu, correct?

    Yes. If you have a menu at the top (displayed as part of the top bar), then editing the tiki-top_bar.tpl file would be the way to go.
