Probably a perms bug

First, a small detail: you say you have given tiki_p_admin_categories to group A for Category A, but you table shows "R" (read?) only for that category/group. Is this just a typo? Seems like the R and RW in the top row of the table should be reversed, or else the description in your sentences changed.

Anyway, I generally don't use categories to set permissions; I usually set them for structures or else on an individual page basis. But my experience (in the past several Tiki versions) is similar to yours. I noticed that if I set specific edit permissions for a group of pages, I must also set view permissions for those pages, even though the global (group) view permission should already allow them to be viewed. For example, at a Tiki 1.9.4 site I allow Anonymous viewers to see wiki pages (tiki_p_view). But when I set (by structure) edit permissions for some pages for the Registered group, no group could then see the pages. I had to also set tiki_p_view for Anonymous for all the pages where tiki_p_edit was set for Registered. This is definitely a bug. I filed a bug report back in May but haven't seen anything happen on it.

For now, try assigning tiki_p_view for Anonymous or whatever "bottom-most" group should be able to view the pages, for all pages where you set the edit permission.
