what is the best way of setting up access permissions

I am trying to work out the easiest and best way to setup a permissions system within a tikiwiki site
The facts
- the site contains 600 pages and is growing fast
- 200 users and growing fast
- users are typically students in one or more courses
- most pages should be accessible to all registered users
- some pages should be openly accessible to the internet
- some pages should be accessible to only people in a specific course
It seems that each course should be a group and I will add users (or users groups to) these groups.
How is the best and most scalable way of implementing a permissions system so the creator of a page can decide who can access the page:
- everyone on the net
- registered users to the site
- members of a particular course
Ideally the people who can access the page should be visible on the page e.g. "Restricted to members of the zxc course"
I know that the individual can assign permissions to the page on a page by page basis using the PERMS button but this will require a number of permissions to be set for each page
- tiki_p_view
- tiki_p_edit
- tiki_p_rollback
It would be good if the permissions could be based on the category that a applied to a page because the category is visible at the top of the page and it is searchable.
