Article time shows as UTC for new user initial page view.
It seems that if a first time user visits our tiki than the articles we have listed on our main page will show as UTC. Any future views/refreshes will show normally. It seems that even though the page figures and displays the time before it sets the tz_offset cookie. It seems like if it is setting the cookie than it has the information it needs to display the time correctly. Can anyone confirm or deny this is what is going on?
