Module display has its own configuration page in Tiki 2: tiki-admin.php?page=module . There's an icon on the main admin page linking to it, and you can do the same settings as before.
About the trouble on the admin modules page, I noticed that this page tends to act as if it's been cached (when editing a user module, I noticed that an old version of my data was showing, not the most recent version), so it may be necessary to do another reloading of the page before changing any other settings. If this doesn't solve the problem you mentioned, then maybe there is a bug that needs to be fixed.
