Strange bug with the help section

Sorry for the bad news... all my posts concern bugs observed on the 3.1 version ... but I hope it will help the community of developers.

I observed a very strange bug with the help section located below the forums, wiki pages, etc. On this section, you have very useful links (with a green puzzle icon) to use the plugins (to insert a youtube video, to create a table, etc.) with a new popup asking to enter several parameters and automatically generate the code. But, it works only if you have activated the .... "user count" and/or "user list" and/or "top friends" plugin(s) in tiki-admin.php?page=textarea !!! If don't, you only see the text code to manualy use the plugin.

I have tried several times by deleting cache of my browser.

It's really hard to understand why because I can't see the relation between these two parameters.

Sorry to introduce more uncertainty, but the help feature's form for plugins works at my Tiki 3.1 site even without the "user count" and/or "user list" and/or "top friends" plugin(s) activated.

Also, when you say "help section located below...." this indicates an unusual situation. Normally the help section opens at the right side of the page in an absolute-positioned div, on top of the page itself. I've seen the help section appear at the bottom of the center column but don't remember now what the cause was. What browser are you using, by the way?
