Maybe it means to allow selecting of individual users. Why don't you do a test by activating it and seeing what happens, like if you can select individual users rather than groups? (In this multinational project, most of the people who create Tiki's interface text aren't native English speakers. No doubt, the French version (in this particular case) is very clear. New text gets added faster than it gets improved in other languages. 😉 As a matter of fact, if anyone using Tiki and noticing language problems in the English or other languages wants to help out with translations, etc., feel free to volunteer.)
