I have posted back here incase it helps others, I hope you dont mind.
As soon as I logged in I saw the problem you describe, without being logged in, everything looked normal.
Please check your php memory size, I have a feeling it will set to around 8Mb if you can try uping to 16Mb. However if you are on a hosted environment you may need to ask your provider to do this.
If they wont, you will find TikiFriendlyHosts of interest.
