Type: fsockopen() function.fsockopen: unable to connect to ***.***.***.***:*** (Connection timed out)

I am getting the above error on a wiki page that has many links on it, and i get an instance of this error for just about every link on the page. This page takes longer to load than others, almost to the point of it being unusable. Is there a feature i can turn off or some other setting change so i can prevent these errors?
