An approach that I use (Used?) is to edit the tpl files to change what is avaiable.
I just chop out the stuff I do not like.
I create a copy of a style, edit the tiki-show_page.tpl (And the tiki-editpage.tpl) removing the links and then assign the style on a per page basis. To do this you must have a style that has these files independent of the main tpls, moreneat works well. I guess these are things you can add to any style if your have the mind for it.

I just figgured out what bobzim and Damian are on about. A true revelation in my understanding of this if stuff! It was the code in the tiki assistant that made me catch on. Having the link to the admin modules only visable to admins is what made the connection for me.
